An increasing number of satellites and space missions promotes the
evolution of network services which comprise the use of
terrestrial components that support the operation and the
treatment of the space data. The networking of terrestrial
components comprises: telemetry, tracking and command ground
stations, control centers, mission control centers, data
processing centers and end users. These components allow cross
support of operations among space agencies but, require an
appropriate architecture capable to perform activities to
communicate with spacecrafts and an augmented the capability for
tracking and control. Such an activities are increasingly rising
the recommendations produced by the Consultative Committee for
Space Data Systems (CCSDS) for use in cross support. These
recommendations include aspects of: Management services for data
transfer ground-ground and Space Link Extension protocol services
related to telemetry and telecommand data. This dissertation
presents an Architecture for Dynamic Management of the Space Link
Extension Protocol Services, intend to permit: (i) the exchange of
configuration parameters; (ii) the dynamic detection of redundancy
between ground stations, (iii) the transparency of take-over of
operation between stations; (iv) the transmission and the
reception of telecommand and of telemetry data and (v) the
execution of the associated management services. The proof of
concept of the architecture was obtained with the implementation
of a prototype and of simplified simulators. The architecture is
based on Internet SLE Protocol One and on the transport of
management messages using standard Extensible Markup Language. The
contributions and the benefits of the proposed solution, the
analysis of the involved difficulties, the limitations of the
proposed architecture and the considerations for future work are
also presented in the dissertation.",
